On March 21, an article, titled “Fujian Normal University Has Made Solid Progress in the Advancement of Teachers’ Ethics”, in the column yixianfengcai of the Ministry of Education (MOE) website, made an in-depth report as follows.
FNU has made solid progress in the advancement of teachers’ ethics.
Under the guidance of the documents about advancing teachers’ ethics in the new era, released by the CPC Central Committee, the State Council, the Ministry of Education and Fujian Provincial government, FNU has strictly set the standards for teachers’ ethics, strengthened the all-around and whole-process cultivation of all the teachers' ethics and focused on cultivating teachers with strong political awareness, high professional proficiency and superb teaching skills.
FNU has specified service management, and played “the card of system” well. FNU has established the Teachers’ Ethics Advancement Committee, with its leading party and administrative officials at its core, to fulfill the responsibilities of the overall planning, the establishment of systems, supervision and inspection of the teachers’ morality development. The teachers’ work division has been set up to take charge of professional and technical accreditation, evaluation, recruitment, promotion, academic visiting and further studies, etc, making the abstract teachers’ ethics concrete to evaluate. Training measures for new teachers have been formulated and implemented, including tutorial system, a two-year promotion training, lectures on teachers’ ethics, and the compulsory course of ideological and political education. New regulations about teachers’ academic visiting, research and degree training have been made and implemented, making clear the assessment in teachers' ideological and political education and teachers' ethics. A six-level teachers’ ethics advancement system has been established, comprising the school party committee, the teachers' ethics advancement committee, teachers' work division, secondary party committees, primary-level teachers’ party branches and the teaching staff. The system has formed a interconnected pattern, enabling the requirements of teachers’ ethics advancement to be delivered level by level to every primary-level organization and every teaching staff in the school.
FNU has deepened the guidance of party building, and controlled the steering wheel properly. The implementation suggestions have been made on further strengthening the advancement of the teachers’ party branch under the new circumstances, such as electing the most capable teachers as the secretaries and members of the teachers’ party branches. The project of Establishing Quality Party Building Demonstrations has been vigorously implemented, selecting 8 school-level model colleges for party building, 99 model party branches, and 5 studios for party branch secretaries, who are leading in both academic research and teaching to promote the overall development of primary-level party building. The appraisals of the party secretaries of the secondary colleges in party building have been carried out, specifying their main responsibility by talking face to face to guide them to develop noble teachers’ ethics with high-quality party building. The party committee of the College of Marxism has been awarded as one of the first batch of National Bench-Marking Colleges and Departments for Party Building by the Ministry of Education, and the party branch of the FNU Research Center for Comprehensive Competitiveness of National Economy has been honored as one of the first batch of National Model Party Branches for Party Building by the Ministry of Education.
FNU has strengthened the assessment in ethics of its staff, and utilized the magic spell well. Countermeasures against their moral misconduct and corresponding administrative punishments have been well formulated to form a closely-knitted network to ensure their integrity. Giving priority to teachers' ethics, FNU has strengthened the assessment and management, and misconduct in teachers' ethics will be investigated and seriously dealt with. The Staff Administrative Disciplinary Committee has been set up to regulate the procedures for filing cases, investigating and punishing those staff members who violate the administrative rules. The FNU staff have been asked to sign the commitment letters of teachers’ ethics, and the norms of teachers’ ethics have been integrated into such work as the award and evaluation system, promotion, professional title appraisal, scientific research project application, postgraduate tutor selection, etc.. Besides, the one-vote veto system has been implemented, making the absence of teachers’ ethics the sole factor to decide the result. A comprehensive and three-dimensional teachers’ ethics assessment and supervision system has been created. Teachers' codes of conduct are comprehensively evaluated through the school-level and college-level leaders’ listening to lectures, teaching supervision, mutual evaluation between teachers and students' evaluation. The discipline inspection committees have been established in the secondary colleges, focusing on spotting teachers’ misconduct as early as possible.
FNU has leveraged publicity and education, and played the leading role. Teachers’ ethical norms have been formulated to guide teachers to be self-disciplined rather than regulated by others. Measures to implement teachers’ ethics education have been introduced, and an online platform for teachers’ ethics education has been created, forming a practical and distinctive resource database. Forums on teachers’ ethics have been held, by inviting models with teachers’ ethics to share their experiences. Various selection activities, such as “Top 10 Young Teachers”, “My Favorite Teacher, have been regularly launched to create a culture of admiring teachers with ethics, learning from them and catching up with them. A Teachers' Day commendation conference has been held every year to publicize the typical deeds of those outstanding teachers and give full play to their exemplary roles. The homepage of FNU website, the school newspaper, its official weChat account, the school bulletin boards and the WeChat platform of teachers' work division have been utilized to post relevant documents about the advancement of teachers' ethics, its series articles and its typical examples at all levels to help teachers internalize the requirements of teachers' ethics and show them in their conduct.
